Find my phone is meant to be accessed on someone else's device. It allows you to sign in in order to locate your own phone with your Apple ID Google account, or Samsung account credentials.
Your service provider cannot locate your phone for you. That would take law enforcement intervention. There has to be a legal reason, not just 'you lost the phone '
