Can't send or receive text message that contain the number 1 between iPhone and Android to and from multiple people.

Earlier today I was trying to arrange a time to pick up my kid and we discovered that any text message sent that contained the number 1 was not being delivered.  I have an Samsung Galaxy Note20 and my kid has an iPhone 11.  We both checked and there are no software updates.  We both restarted our phones.  To test and see if this is a bigger issue than just that device I texted a friend of mine that has an iPhone13 and the same thing happened.  The issue seems to be specific to the number 1.  We tried texting all other numbers individually and had no issues and all other text messages are going through fine.  We had to spell out the number one for any text message to go through that would have a 1 in it.  For example, I sent "1:30 ish is fine" and the message did notgo through.  My kid texted "1:30" to me and the message did not go through but all other messages went through fine.  

My friend and I texted the number 1 back and forth to each other and neither of us received the text message.  

Is this an AT&T issue?  Is this an iPhone iMessage issue?  Is this an Google Messages issue?

  4. Check for Message Blocking: Confirm that neither of the devices has any message blocking or filtering settings enabled that could prevent messages with specific content from being delivered.

I have this exact same issue.  I cannot send or receive texts with the numeral 1 in them from my android phone to iPhone users on AT&T or T-Mobile.

Interestingly, the text "111" made it through.

Did any of these resolutions work for anyone? We are having a similar issue when texting the number 1 to Twilio (our messaging/notifications vendor) since yesterday, 9/27/2023.

I have not contacted Apple support but none of the rest worked. I also had my kid text an android user on Verizon and they were also unable to send the number "1" to each other.

I have had other iPhone users test this with other Android users they know and the same result but as far as I know at least one user was always AT&T.

Actually, I tested again last night and it was still an issue but now I can text a 1 to my kid. I'll have others try
