No. Only way is to swap the sim cards between phones. There is no way to have 2 sim cards active with the same phone number.

Not from any phone company you don't. You can get a Google Voice number, and have Google Voice ring both numbers from the phone company. You can set it up in such a way that your out going calls are using the "mobile minutes" and the caller ID is showing Google Voice number. When it comes to text messages, you have to either use the phone company number or send text messages with Google Voice which will cost you mobile data unless you are on wifi.
