Call forwarded too many times

I get this message half the time when I try to call someone and my phone is on wifi calling.
"Your call cannot be completed at this time because the call has been forwarded too many times. Message 31 US 01 LV".
If I turn off wifi calling and dial the number again, it goes through fine. I even get this when I am calling my husband on the same phone plan as me.

I have never set up call forwarding, and only get this on outgoing calls.
