Blocking a cell number

I have an iPhone XR and I would like to find out if the person  whose cell phone number is being blocked can tell that their text was not delivered, or if they can tell that their phone number is blocked if it does not roll to over a voicemail system.

Hello @Kataleena, we would love to answer this question for you regarding blocked numbers. 

 

So when blocking a phone number, the blocked party will not receive any notifications letting them know that they have been blocked. 

 

However, if they do try and make a phone call, they will receive message stating: "The person you are trying to reach is not accepting calls at this time.

I keep getting annoying calls  from a persistent wrong number caller. We have tried repeatedly to explain she is redialing a wrong number. I even figured out who she is trying to reach and provided the correct number for that other correct party. Apparently she has mental limitations and a lot of free time to make wrong number calls. I even got her to bring her father to the phone and I explained to him she is redialing the same wrong number. Apparently he felt helpless to control his disabled daughter. This was happening on landline, and now I migrated my number to mobile, and she is still dialing the wrong number. I tried blocking the caller, but it seems only to have stopped the call from ringing, and there were over a dozen voice-mails from the mistaken person that I have to delete. 

Is blocking the caller supposed to prevent them from leaving a voice mail? Because that is what I need: no calls and no voice-mails from the annoying caller. I have NEVER revealed my name to the caller, and never met the person. Help!
