AT&T says I don't own my device and I can't unlock it ?

Hi, I am trying to unload my old paid off Samsung S7 edge to use it when I am abroad. I got this reply from AT&T. This account and device is owned by me and me only. I am not sure why AT&T would send this type of reply.  Looks like you have a corporate-owned device.
