Activation and how to add mobile prepaid card
Factory rest a phone and trying to add a prepaid card for mobile data and it says network is locked and sim status is locked and I don't know how to add the mobile data and get my phone started

Not enough information. You haven't said which phone you're trying to use in which carrier it might be locked to? Is this an AT&T phone you're trying to use on a different service provider? Or a different service providers phone you're trying to use on AT&T?
If the phone is locked to a different service provider you have to contact that service provider to have the phone unlocked. Unlocking a phone means it will work with a compatible Service carrier which may not be the carrier you want to use.
Deal with the locked phone problem first. Only then can you insert a SIM card and activate service and use a prepaid refill card to pay for service
