How can I apply my account balance before my renewal date so that I can use my service on a prepaid mobile hotspot?

Or the OP has a hotspot device and plan and has used all the data for the month and wants to renew early. If so, you should be able to renew early by changing your plan, even if you select the same plan you already have.

If you mean, "how to change the phone plan to one with Hotspot?". You just change your plan and have funds to pay for it
If you mean you have a phone plan and want to convert to a mifi device, you cannot.
Data only devices have completely different plans and your balance is not transferable.
