By a German carrier?
You can allow it and then delete it immediately. Doesn't have any effect on you whatsoever. And you don't have to pay for it. Most likely someone is submitting the incorrect IMEI for ESIM activation. And they probably are wondering why It's not coming through. Little bit of dyslexia or mistaking threes fives and eights
AT&T service cannot be activated outside the USA so if it's a US number it's not possible for it to be activated.

It is marked with „AT&T“, so no German carrier (but might be that Telekom is somehow involved, think they have business with AT&T). Received the message once more, currently silence 3 days.
Thank you for your support! Also think that wrong IMEI might be easiest reason. With iPhone you are not even need to accept, just „dismiss“.

Hmmm.
AT&T service can't be activated outside the usa. The only way this would work is if you were converting your physical Sim to an esim, which can be done outside the USA on the same phone

Message came back in the evening. Will talk to international AT&T-Support tomorrow. Will keep updates here, perhaps someone in the future with same problem.
Thank you formerlyknownas! This is one of the few ideas… Rumors here around that German Congstar (which is used, belongs to Telekom) is doing „something“ with ESIM here. Hotline from Congstar has no idea if this is true, but perhaps a very rare technical „phenomenom“.
