Prepaid does not have a bill It has a refill.
And if you already have $30 sitting in your balance, it's already available to pay for your next refill. If your refill costs more than $30 you can add the difference and when it's time to refill your account it will be taken to pay for service
You should think of your prepaid balance like you do PayPal. You put money in PayPal and then the money is taken out when you pay for something.
