Yes as the portal is the only way to request unlock

It needs to meet unlock requirements. Did you buy the phone from AT&T or a 3rd party. 

How I can get unlock requirements? @Constructive 

• It must be an active AT&T device on your account.
• It must be paid off through monthly bills or paid off early.
• It cannot have an outstanding account balance.
• It has not been reported as lost Or stolen 

but you didn’t answer my question who did you buy it from?

@Constructive we brought the phone from USA through our relative. We opened it in Bangladesh. And firstly phone wanted the 5 digit billing zip code from at&t account we tried randomly 2 times then there was a massage " We're sorry, we can't take your request right now. Please try again later " Could you please tell me the process one by one how to unlock now? Should I request to at&t unlock portal? 

Your phone won’t be unlocked 

You can try the unlock portal but I doubt it meets the requirements
