Incorrect information by Agent

I had a call with first agent and he was agree on refund money and call disconnected. I called again to talk to 2nd agent, and Neal (edited per community guidelines) was 2nd agent, and he was not able to refund the credit. I talk to Neal's manager Kadil (edited per community guidelines), and he was not able to provide details too. When I asked him to take my complaint, He sent me to
When I asked him for AT&T, complain, then he said that he would work on it. But, He can not provide me any case number or resolution about it. How can end-user get the resolution about their complaints?
