How to activate a prepaid sim card using a prepaid fast card?

Can't active prepaid sim without paying for a plan, and I've already gotten a prepaid fastcard.

That's how prepaid works. You have to select a plan in order to activate your sim card. At the end of the process you are asked to pay for service.

You can use a debit card a credit card or PayPal, or an AT&T refill card. I do not know what a fast card is, explain?
