How can i find out if my sim card is still active or can I reactivate it If it is

We can definitely answer that question for you. Your AT&T PREPAID service is canceled 60 days after your balance expiration date, provided that no payments (refills) are made. If that amount of time has passed since your PREPAID balance has expired, you will need to buy a new SIM card and activate it online. You can Learn how to re-establish your AT&T PREPAID service here.
