I have paid off all phones on my account and would like to cancel one phone permanently. Can you explain how to do this?

You posted in prepaid but prepaid does not have phone payments, so will presume you don’t have prepaid service. To cancel any line on postpaid, you need to call. If you really are prepaid, the way to cancel a prepaid line is to quit paying. If you have a multiline account, return the line you no longer want to an individual line so that you no longer pay for it.
