att prepaid message 'refer to quick start guide to activate'

I'm new to att prepaid. I purchased an att Calypso 2 from a local retailer along with $30 plan. I activated the plan & account. I was assigned a new number and such. Phone powers on. I tried a test call to another cellphone & test message. It works :)

The only issues are

1. this annoying message that popups up on restarts 'please refer to quick start guide for activation'. 

2. Not receiving att messages such as the welcome introductory messages with balance, phone number and such. 

3. LTE signal fluctuates ridiculously standing in one spot. No issues before in this area.

I called prepaid customer service many times to troubleshoot. I spend countless hours on hold & chatting with uncaring & hopeless employees who were worthless to my situation. Typical troubleshooting steps anypreschooler knowns by now. I read in a forum to call 611 asking to have the activation signal sent to my phone again. The associates I spoke with were no help. All suggesting the same steps; the battery pull, removing the SIM and reinstall SIM & factory reset. I figured the phone wasn't properly activated due to (Edited per community guidelines) poor LTE signal & poor WIFI. Needless to say, all customer service representatives didn't want to understand or fix problem. Probably a language barrier mixed with sheer laziness & poor employment standards, but still my problem isn't fixed.

I also went to three att stores for a new SIM card and all three politely refused because I'm a prepaid customer. 

My question is... What verbage should I use with the 611 associate to get them to send this mysterious activation signal to my phone? Clearly my phone is stuck in limbo.

Before anyone asks:

#1 Everything is up to date. All apps, play security & OS firmware are up to date. 

#2 Payment is successful

#3 Haven't reached data cap

#4 In an area where service exists
