Recvieved a phone message telling me that old iPads are being handed out to make space for new Pro 2021 iPads. Is this a scam???

Be careful... according to info from Bank of America, even if I cancel my credit card, the continuing charges will follow onto the new card for up to 12 months.
I must contact the vendor and ask to cancel the ongoing subscription which is tied into the initial $5.95 payment.

That should not happen unless the new card is issued with the same number. In the case of fraudulent charges, a new credit card number is issued and all charges with the old number are denied. At least that’s the way my credit cards have always worked. If B of A does it differently, I would not be using them.

Yes. If you ever respond, use CREDIT CARD ONLY such as CITI (or other)
If you identify a scam, go online immediately and report card 'STOLEN'
they will give a list of purchases and you will have to check off the purchases that are BOGUS, that way, they are marked the moment they try to further access the account.
You will have to answer some quick questions and then your account will be immediately closed and a new card and account will be issued will all new numbers.
This will effectively shut down any outside use.

According to the information I received from Bank of America yesterday:
The $5.95 payment is not contestable since I approved it.
The $5.95 payment , according to the fine print that the scammers inserted, is used to activate a subscription with ongoing payments of $69.95/ month.
If I cancel my card, and get a new one, the subscription will carry over to the new card. I don't know if this is standard regulations for all credit cards or only for Bank of America.
Their advice to me was to contact the promoters ( perpetrators?) of the scam and tell them to cancel the contract.
After that, I could then ask B of A to block that vendor.
My question is.... why isn't AT&T going after the scammers?

I think there is some confusion between the BoA rep and you. If BoA will allow continued charges to your old number (after you had BoA change your number after this fraud report) then, as Sandblaster says, I would drop BoA for my credit card issuer.

They're right, the $5.95 is not contestable. Furthered un-permissible charges incurred by a scam AFTER the FACT of reporting certainly are, be certain you gave them no permission to do so. (!!)
BoA are a good card/Bank. If you report the card as stolen by fraudulent act,
they could close your account and card. Then start you up with a whole new account and card. If they ALLOW the scam to continue, you have grounds for a (possible) legal action against BoA. Document EVERYTHING you have done or continue to do.
I was warned that my AT&T phone number was compromised this Month of December...I'm certain mine wasn't the only one. Changing my number is out of the question. I have 3 Security companies covering my assets. Frauds can be exposed. Document...Document...Everything!
I'm with you all the way! Why indeed does a communications Co like AT&T not step up to the plate and help? Great question.

The scammers are only really depending on the $5.95 charge from a certain percentage of the people they send it too. Small enough that people won't spend all that much time fighting it. If I took an hour off of work to fight it, I'm out more than the $6.
The way the scammers worded what you got for the $6 makes it harder to dispute, I guess, since they weren't promising anything but to sign you up for something. And they delivered.
I don't know what ATT could do other than 100% effective blocking scam text messages. It wasn't like they were promoting it. And yes, I would appreciate it if they could block these and other types of scam texts.
