VPN for AT&T secure family app interrupting internet on my son's iPhone 7

My son has an iPhone 7 and we use the AT&T security app to restrict certain actions on his phone. It runs off a VPN. When vpn pops up on the top of his screen, he cannot access the internet at all or any app that uses the internet. He needs to go in and manually turn off the VPN on order access the internet, but that vpn pops up again within a few minutes. We want to keep the secure family app to have the ability to restrict, but I'm not sure of ours compatible with his phone. We've already taken it to the Apple store once a while back and they sent it out for repair. It worked for a while but is now doing the same thing. They said it has something to do with this app.

We'd be more than happy to take a closer look into your concerns. Are you using the Secure Family Internet/Time Restrictions feature to prevent your child from accessing the internet? Have you made sure that your cell phone's software is up to date? Please let us know. In the meantime, we recommend removing and repairing your child's device to see if that resolves the issue. You can try deleting and reinstalling the application as well. Let us know if this helps.

I am having same issue. I have deleted and repaired. Phones are up to date. I do not have mobile security plus. Not sure what else to do. Please help.
