under smart limits there is a "contacts" feature. it lists contacts by "rank". what is rank?
I assume it has to do with frequency of calls/texts to/from that number. however, in my screen, the number 1 ranked number had zero activity in the past 30 days.

This feature is meant to rank your contacts by recent activity, nevertheless, several factors can contribute to your experience: restoring your phone via Google or Apple, factory resetting your device, and even using the AT&T address book to back up your contacts.
Sign in to Google Dashboard to verify which of your devices have backup data.
