Spoofed and Spam dominate my service.
As a result of the overwhelming number of spoofed spam calls I would like all incoming calls to go immediately to voice mail. Is this possible to program into my cell number? Normal cellular service, that I am paying for, is no longer possible and therefore AT&T has an obligation to fix and eliminate all spoofed callers and restore basic services. In the meantime, please let me know how to send all incoming calls immediately to voice mail. Thank you.

Yes, turn on do not disturb. You can add your immediate family or all contacts as exceptions.
There are daily news articles on what is being done to try to identify and stop spoofed calls, robo calls and spam/telemarking.
There are several threads on the subject of spoofing or robo calling.
Spoofing itself is legal, how it’s used for robo calls is not.
School systems, towns, businesses all use computers to spoof their main business/system number to contact people. https://www.fcc.gov/consumers/guides/spoofing-and-caller-id
More personal spoofing uses are smart watches and tablets. Skype, viber are not real numbers either.
Most spoofing by computer use robo calls, which does not know your number, they just call a block of similar numbers.
The law changed in October 2017. Up till then carriers could not block calls, only the end user could.
With the go ahead, AT&T, FCC and other carriers formed the Robo call strike force.

While its a plan, it’s imperfect because those using the system, know ways around the blocks.

Wow, that's a terrific answer. Thank you. I'll set up my phone as you suggested. Also found the AT&T app "Call Protect" and will give that a try.
