Our business phone number is incorrectly flagged as SPAM Risk - HELP!!

I have nowhere else to go.  It is crazy that AT&T does not provide an easy way for companies and people being incorrectly flagged as SPAM or fraud to request removal.  I am surprised no one has sued them for this yet.  Our main company phone number is being incorrectly flagged as SPAM by AT&T when we dial to a cell phone.  I have tried countless time to get a hold of someone that can help us but I have gotten nowhere.  I keep getting transferred to other departments and people that are not able to help.  This has been going on for weeks.  This is a desperate plea for help!!  Can someone here point me in the right direction as to how to get our number to be un-flagged?

Our government office is also flagged as a spam risk, but I am curious as to why we would be directed to the HIYA app spam rating removal form when this is not a problem exclusively for users with the Hiya app. Are you implying that ATT as a company relies on this 3rd party app to designate it's spam flags? I find it highly strange that your company has no internal process for rectifying a flag that you are placing on a number.  If I call a non ATT user there is no spam flag showing so this is unique to your business.
