Lies and crafted deception.
I called At&t to become a new customer. I was told my brand new $1200 tablet with the best plan, would have unlimited calling text and not slowed Internet. On top of this it would have 50 gigs of mobile hotspot. I agreed and they sent it out. I couldn't see my new plans details because At&t will not let you log in until the new device has arrived and is activated. So you only have what someone tells you on the phone. It arrives! Pre-loaded with a text message and phone app. I log into my account, Oh wait, only 15 gigs of hotspot. I try to call out... Nope can't do that on a tablet apparently, messages? Nope. Just lies and computers to redirect you in circles for hours while they bill away.

Sure did, nothing yet. I should not have to chat and call for 2 days, complain in public, then wait for a representative call. Not that I don't want help, I do. I also want accountability. It is clear to me that this process is by design.

No, tablets are not ever put on a 'calling plan'. They aren't phones. They use data only. They can use a data to make virtual calls. They can use data to spoof a phones number to call or text.
But they cannot make a real call or text.
It's up to you to choose the plan. If you have a phone on the premium or Elite plan then you have the plan you described in your first post - for your phone...
