iPhone double click not working.

I have a problem with my wallet. Cannot download any money or pay for games. I tried to use another card… didn’t work…. Deleted card…. Put back and still couldn’t get it to. I want to get IPhone Care Plus for theft, loss, and damage….plz send a link where I can order the Care plus package.
