So from what I am reading you can have your USA cellular number operational while travelling but at a premium price regardless of the plan.
Unless you really need to roam with your USA number there are far cheaper and better options available outside what AT&T has to offer.
With Whatsapp which is linked to my USA number, I get free calling anywhere in the world to other whatsapp users.
Same applies to Skype and there is the VOIP dongle I use at home that I could take with me.
Also, as adidaskid said, you can buy a 1 month plan including almost unlimited everything and free sim card in almost any country. Down side is that you don't have your USA number but upside is the total cost is about $30 for up to a whole month.
IMHO if AT&T wants a piece of all the action there needs to be a roaming plan competitive with the figures mentioned above.
