If ATT doesn't care about my bill, why should I?

I cancelled my Uverse service because I received military orders to relocate.  I sent back all of the requested equipment and have called the ATT 1800 numbers.  I have yet to receive a final bill.  When I placed the cancellation order, the support personnel told me DO NOT PAY THE FIRST BILL YOU RECEIVE as it will be for the full month.  He instructed me to wait for a few days and my account would reflect the shortened billing period and a new bill would be issued.  It has now been 3 weeks and still no new bill either online or in the mailbox.  When I call ATT the support personnel cannot seem to locate the right information and they don't seem to concerned about it.  My initial bill (for the full billing cycle) is now overdue.  I have never been late on a bill in my life.  This situation is unprofessional on the part of ATT and is fully representative of the problems I have had since day #1 with Verse.

ATT wants to be thought of as a Technology GIANT....give me a break.  They cannot even properly integrate their own databases and/or enterprise architecture to allow any member of their customer service to access ALL of a customers accounts.  It is laughable.  I have offered to discuss my concerns with the ATT CIO but I guess that offer fell on deaf ears.

So..If ATT doesn't seem to care about sending me a final bill...why should I put more energy into trying to pay it then they are putting into trying to bill me.  I refuse to pay an excess amount because I know it will take an unacceptable amount of time to have a credit check issued and there is no guarantee that they will send it to the right address.  I have very little confidence in ATT's overall corporate IQ.  As an example, when I call to ask for assistance with my cell phone....if the call is dropped (Because I have ATT's crappy coverage) they don't call back.  Maybe its because they don't have my phone number....thats probably resident in some database in India.

OK, so since this is a forum and I would like help.  What should I do to encourage, persuade, and/or cajole a final bill out of ATT'?
