Charged for defective installati

I began having problems with my U-verse television service. Both DVR's would lose signal daily and need to be reset. Sometimes even when there was a picture, it would be very choppy and pause while watching a show (live or recorded).
I called to have a technician come out last month and was told that as long as they find the problem and it was their equipment, I would not be charged.
The tech replaced both the DVR and other HD receiver, and replaced the coax cable that was running to the DVR with a network cable instead. The other receiver was replaced with a wireless one. I haven't had any problems since. I checked my bill and now I am being charged $55 for an AT&T TV outlet. I don't believe I should have to pay for this, as this was never explained to me when the tech was here. There is also no "outlet". He simply replaced a cable through the existing hole in the wall from one room to another.
