I know this is an old thread however I just came across it and it seemed unfinished. wutev8's solution is correct and it does work with just about any router (although I dont know about going router to router with the 2-wire junk which is what I am trying to do). With that setup he is not using the ARP table because he is sending the WOL packet to the broadcast address. By using a 255.255.255.128 subnet it creates a 192.168.1.127 broadcast address which most routers such as Linksys will accept for port forwarding. He then has an external port of 5850 going to the internal WOL port 9 forwarded to broadcast IP 192.168.1.127 and WOL from internet will work for any PC.
I am trying to do WOL from an iPhone, so it seems somewhere along the way AT&T is blocking it, either on the Uverse side or over 3G... Why can't companies just let you do w t f you want???
