Well, it sounds like you've got RJ45 jacks (vs the RJ11 normal phone jacks). Yes, they can be used for a standard phone plug, as long as you're a little careful plugging it in, if that's what the jack is connected to on the back end. A jack can either be wired to provide "dial tone" or Ethernet, but not both, and I can't tell you how it's wired from here.
Someone will have to open that panel and try to figure that out. AT&T U-verse can send someone out to do that, but they'll charge you for the visit. Or you can get someone who does home networking to take a peek.
