How can I change my IP address?

Ok, so I've been researching for the past week on how to change my IP address on U-Verse. All of the AT&T techs are saying that by default, it's dynamic but it's really not? My IP is not changing, I've unplugged my router, turned it off over night, turned off all of the connected devices, rebooted it multiple times, did a factory reset, changed the internal IP to the other premade 172 pool. NOTHING works and I really need to do this because I want to stay secure and I believe my IP may be in the wrong hands? We switched to U-Verse because we heard it was suppose to be a new wave in technology and perfect. But if I don't even have the freedom and privacy to change my public IP address. That kind of worries me? Does anyone know if it's possible to even change my IP address? Thanks.

The bottom line is that there is no sure way to get a new IP on U-Verse without having the RG swapped out.

If few people in your area have U-Verse, it's much more difficult to get these conditions where your IP will change.

A decent opportunity might be if you have a power outage in your neighborhood. Keep your RG off when the power comes back on, allow everyone else's to log in and get an IP, power yours on several hours later. With any luck, you'll get a different IP.

Apart from switching it out like you had done, i would assume its like a regular computer. The IP it gets from AT&T is a lease and it has the potential to change if its left off long enough for that lease to expire. Even if it did, it might request the last IP it had from AT&T and if it was available, it would probably get it. Only way to know you get a new one is by getting a new modem. But i dont see that happening all the time.

I have been trying to change the IP address of my AT&T modem, 3800HGV-8. Nothing works. Calling AT&T is an abyss of pass the phone call. I have tried for over a year. I wanted it changed for security and privacy reasons. I am involved in my community politically and local officials have used the police department to snoop on my IP, and give it to the local political clique. The police department has created a watch list of citizens who don't agree with the political establishment. They maintain files like the German NSDAP Party of 1930. Just local garbage politics. Go read what the ACLU is saying about this behavior. I am not kidding it is more rampant than you can imagine.
A simple solution is to be able to change the IP. AT&T has no answers. I have their Internet Service, VOIP, and TV packages (Great Service). I spend $300 per month for their services. I have 2 choices; find another provider, or get my modem swapped out. AT&T folks have been real nice but no real answers. I think I will try the modem swap first, then cancel if the IP doesn't change. What's funny, is I built a competitive national ISP back in the 1990's. All I want to do is to change the IP address of my modem when I want too.

Why not use something like TOR if you are concerned about privacy so much? That both hides IP (for web sites that disclose used IP addresses) and encrypts your data to the next nearest TOR exit point. (but does not encrypt data between the exit point and the web site, so not the same as only using web sites that use SSL.)
There are also VPN services and other ways to protect your communications. CNET just put a good article up on this last night:

That then leaves your non-TOR access on your normal IP, which you can then use to throw off whomever you believe is monitoring you.
