I live just outside of a capital city, yet  my AT&T DSL speed tests at 1.3 mbps download speed, and 0.3 upload speed, which is extremely slow compared to other AT&T speeds offered in other nearby pockets of the city.  How can I register a request with AT&T to consider upgrading the speeds available for my area?  We have been longtime customers of AT&T, but are growing increasingly frustrated with this slow service that never gets upgraded!  Neighbors have recently switched to Time Warner and say that their results have improved.
