Nexus 4 in Ithaca

I'm posting from New Zealand on behalf of my girlfriend who will be moving to Ithaca, New York for a little while to work on the Cornel University campus.
I've bought a Google Nexus 4 directly from the Google Play store for myself. My girlfriend will be looking at getting a phone + plan when she gets to Ithaca and wants a smartphone much like the Nexus 4 because of the screen sizes. I've decided that it would be a good idea to give her the Nexus 4.
I've done a bit of research and apparently Verizon and AT&T offer the best coverage in and arround Ithaca area and on the Cornell campus. Verizon seems a bit archaic in their smartphone plans, forcing you to sign up to one of their plans if you're wanting a smartphone with them so I'm trying to avoid Verizon at this stage (that, and they don't support the Nexus 4).
What my question(s) is, is she able to take the unlocked Nexus 4 that I have purchased from Google, slot in an AT&T sim card and use the phone on a pre-paid plan? And because the Nexus 4 is a 3G only phone, will she get strong 3G reception where there is strong 4G reception? I've been looking at the coverage map and where she'll be living and working has great 4G reception - is 3G reception offered in the same areas by default?
I don't have a good grasp on how US cell carriers operate so i apologise in advance.
