NID, broadband, and service light are all off

As the subject says, the NID, broadband, and service lights on my router (2Wire i38HG) are all off. Not red or blinking, just off. AT&T says that they can't detect a problem with our service, and all the lights in the outside unit (i3812V) are green. Phone, TV, and internet work fine. No slowness or problems with either wired or wireless connections.
I'm not sure how long the lights have been off because I rarely use the computer the router is next to. (It's a family computer and I have my own to use. ) I only discovered the problem recently while trying to change the router settings so I could connect my Nintendo DS to the network. The default router address (the 192.168.1.254 one) doesn't work - every time I try to access that address, it gives me a "server is taking too long to respond" message. I was able to access the settings with a different address, but it gives me a blank error box whenever I try to change anything. AT&T can't change the settings either. I assume this has something to do with the broadband being off.
I've tried everything I can think of to fix this problem - unplugging the router for a few seconds, restarting the router, restarting the main unit (as suggested by AT&T), turning off the firewall, etc. Nothing is helping. I think either the router went bad somehow, or something isn't connected correctly. The only time we would have touched anything is when we got our new computer set up, so I THINK it's fine... but maybe I messed up somewhere putting things back. Any help would be greatly appreciated!
