Ok, I previously had an iPhone 4 registered under someone's account. But instead of that person suspending my service she reported my phone as stolen now I'm not able to use my device at all. I feel like I wasn't aware of this and bamboozled. AT&T should definitely start asking for IMEI and serial numbers! I've given them both trying to get my device back working but they keep saying the person who reported it stolen has to get it off the block list. Only thing is that person will not do it!

Unfortunately that is a adverse side of IMEI blacklisting, the primary account holder can report the device stolen. they can go into the account and report it stolen from the OLAM. They never have to speak to anyone.
