First unplug the Toshiba for a minute. When you plug it back in if it does not connect try the setup again.
You can also connect wired with a cat5 or network cable. If it is a long distance to the RG and the STB by the TV is connected COAX, you can connect the Toshiba to the network jack on the STB.
If you need more detail, post your Toshiba model number & whether or not you want to pursue wired or wireless & I will be more specific.
