I thought EVERY residential neighborhood that had utilities required easements to homes. I could be wrong but that's the way it's been for a long time.
We have easements in the front which we call a 'parkway'. The water meter's out there and the city can do what they want with it but it's our responsibility to mow it. We have an easement in the back between our fence and the alley. The city and/or other utilities can dig it up if they want but we have to keep it mowed.
It's the price we pay to have our utilities provided and maintained. Otherwise, I'd have a well, a septic tank and a butane tank.
