Does the iPhone 4S work in Taiwan ROC?

If my son bought a iPhone 4S with an AT&T contract for me in Florida and shipped it to New York City, will I be able to use the iPhone in New York, Taiwan, and China? Or would I have to buy a sim card for Taiwan and another sim card for China for me to use the iPhone in all three places. I will not be permanently staying in Taiwan and China, it is just for when I visit.
I would like to be able to use the iPhone at all three locations, so what are the different options for me being able to do so.

Buy the phone directly from Apple as a unlocked version (make sure it is unlocked when you buy it), the drawback is you will pay full retail for the phone. ATT will not unlock a iphone that is still under contract until the contract is completed. Your only other choice is to use international roaming which is very expensive.
Per att rules, a subsidized iphone still under contract is not eligible for unlock

Both wingrider and sandblaster are correct, there are multiple ways to ensure you stay connected when you travel internationally.
