1. No, each line has to have it's own data plan.

2. Other can connect to your hotspot, but I think there is a limit of 5 connections for each hotspot.

3. You could if you wanted and have a good signal, but I don't think the phone is going to be as fast as cable internet. Also, you'll want to keep an eye on your usage to keep from going over the limit.
