If you are using an AT&T branded phone, you may not be able to get around the limitations on the OS placed by AT&T, even if it's sim unlocked. If you are comfortable with fairly complex and potentially dangerous (to your device, anyway) actions like flashing custom roms onto your phone, you could start looking at other sites for more information on that.
