If the account is under their name, and you have proof that you are their spouse, you may be able to have a ATT employee apply the discount. It is not going to be as much as it would for someone say like myself who works for a state government and gets a 17% discount.
If you are a spouse or dependent of a retired military, there are all kind of discounts available, military.com has a large list, and the link I posted has quite a few.
