Question about sudden increase in taxes & surcharges after plan change.

Hello, I have a question about whether a plan change affects the taxes and surcharges. More than a month ago, I switched from a Family Rollover plan with 700 min. to an Family Unlimited Text & Talk w/ 1 GB Data plan. I understand the way prorated charges work since I switched plans 6 days after the start of that billing cycle. When I looked at my bill, I noticed that the amount I was paying from taxes and surcharges was significantly higher.
I looked at my bill in detail and noticed that some charges (such as Federal Universal Service Charge, State Telecommunications Excise Surcharge, etc.) were noticeably higher per phone. When I was originally paying roughly $30 for taxes and surcharges under my old plan, I am now being charged for $70 for taxes and surcharges. Are the Unlimited Talk and Text w/ Data plans taxed a lot more or something? This seems very unfair if that's the case.

I just changed plans last month and noticed a similar increase. I was paying $3.64 per month for Federal Universal Service Charge. This month it's $20.29.
I spoke to an AT&T rep and he didn't know why. I'll research it more.

I spoke with AT&T again. The new rep suggested the increase in Federal Surcharge was tied to my higher phone bill due to the international calls I made. Perhaps, but unlikely. I'll see next month when my phone bill is back to normal.

Taxes and surcharges can increase based on the amount of the assesible telecommunications charges. Therefore, if your bill increases due to account changes, i.e. plan change, add a line, etc. the taxes and surcharges will be higher as it is based on a percentage of charges.
