I am having the exact same issue. After updating to 4.3 I can no longer stay connected to my wi-fi networks. When I try to connect it says checking the quality of your network connection and then it says turned off. I try to re-connect to it and it just sticks at obtaining IP address. I have searched all over Google and AT&T forums and cannot find a real solution. Some people said to turn off Auto Network switch under Advance settings in the wi-fi settings. That doesn't work. I tried turning off the security updates in setting-->securty and that didn't change anything. I can only assume it is software related due to samsung putting their Knox software on the devices and enabling it.
The only way I can find to stay connected to wi-fi is to turn on airplane mode and then to turn on wi-fi. At that point it connects successfully and I can use wi-fi but I cannot receive calls or texts. If i turn airplane mode off and re-connect the mobile network my wi-fi disconnects and the same issue appears again. I believe the issue related to the 4.3 update and it should be fixed through a new software patch.
At least I hope it gets fixed I don't want to do a factory reset because I will lose a ton of information and saved games.
I have seen multiple people all over the internet with the same issue. Hopefully AT&T and Samsung will acknowledge the issue and get it fixed.
