I don't know about the minutes as I'm on an unlimited plan, but the microcell has worked great for me.  Perfectly clear calls and gives me reception within ~75 feet of the microcell.  If you push hard enough, you can get the microcell for free (including shipping).  I just did less than a month ago.  Keep escalating the issue.
