having trouble getting new password

I recently took over billing responsiblity for my phone from an account I shared, i tried logging in to my account,but says my acount is locked for security reasons( my fault for forgetting my password,because I always logged in with my mom's number cause I was on her account),ok so i try to get new password, but says there is no record of my account,I contacted a rep on chat(who verifeid my account, i even got a text saying an online acount was created for my number) and they said I need to create an access ID, ok, i click the link they post but it only takes to to the screen to log in with my cell number,zip etc, i am unable to create access ID therefore,I can't' get my account unlocked.. help!
