activation of my new phones

I have already have three activated phones in my account and I ordered 4 new phones and recieved these phones 2 weeks ago. But I can not activate these phones, I make the call, went to the at&t store, neither can work. They even can not explain why these phones can not be activated. And if you want to return these phones you need to pay 36$ per phones. Do you think it is fair to customer?

If boxes are opened or packing is missing then yes, the restock fee is acceptable, many retailers charge a restocking fee. Also if you got the phones 2 weeks ago the buyers remorse period is only 14 days
