Would love corporate phone number to make complaint

I have been speaking with various techs, none of which have helped me, offered any resolution, or had their managers call me back like they all said they would. When they said theyd call me back, I even told them, " no you wont, you never do" they ASSURRED me that they would make CERTAIN I was called back that day....that day has been a week ago....and after 3 times requesting a manager, nothing. Att&T has the WORST customer service I have ever dealt with in ANY company and I have NO confidence that some tech is going to possibly be able to help me now. So I would love to know the process....how does one even complain TO THE RIGHT PERSON, NOT ANOTHER USELESS TECH....or is this even possible?
