What format should I be using for ringtones?

I've been looking at the ringtones on my tilt2 and noticed that some are wma, wav, and what looks like some kind of cbr format (for the HTC ones). I want to know which one is best? I'm going to download a ringtone maker program to my PC and want to know what format I should be looking at when I start to create ringtones. If memory serves me right, when I use to placed songs straight into my old tilt's ringtones folder under the windows file from file explorer, I couldn't see the songs once I went to add them to certain contacts or as ringtones from the option tab from the phone function. Will I run into the same problem here? I know back then that I was placing large songs (1.2-3mb) in the ringtone folder and that may have been part of the problem, but by me downloading a ringtone maker program will I still run into that same problem?
I hope I made myself clear, if not I'm willing to explain further (if I can lol).

There is a .cab file over at XDA :"NoRingtoneLimit" - that will resolve your problem.
You will have to do a search for it.
