Are phones purchased without contract blocked?

I know that ATT has been unblocking iPhones which are no longer under contract. I managed to unblock my old iPhone, but now am thinking of purchasing either another newer iPhone or a Samsung smartphone.
If I purchase either phone outright and will not be under contract, will these phone be unblocked? I travel a lot and would like to be able to use them by simply switching the sim card once I'm at my destination. Will the phone work with another sim card ?
Anyone know?

If you are planniing to pay full retail for the iphome just go to apple and buy the one that is already unlocked, if you buy yhe locked version you neeed to go through the proceedure for unlocking it, so save yourself some trouble. Make sure you ask for the unlocked one and not the no commitment
As far as other phones, there is about a 10 month delay on unlocking them if they are exclusive to att, subsidized or full retail
