Why don't you just lock the whole phone?
I do that on my tilt.
I can still answer calls when the phone is locked.

I don't know that Windows Mobile supports multiple users on a single device, primarily because of the device limitations (storage, processing power, etc). The phones you use that allow that feature have the functionality built into the operating system. I know of no Smartphone OS that has that feature built-in, and it would likely take major re-engineering to have a secondary security lock over applications (on top of the OS's built-in security lock).
I'd suggest you not let anyone use your phone whom you don't trust.

It's not about not trusting people. But a lot of people are just nosy. I know plenty of people or people who know others that can't touch a person phone without trying to take a pic or look at the pictures they have saved.
