Amplicon Powertel M6000 900/1800/1900 Phone will not work in Wichita, Ks

Imported this phone for my father, as this little sucker rings at up too 100db and has an ear piece of up to 30 db.

Checked to make sure Wichita has 1900 MHz coverage BEFORE I bought (which it does), and he never leaves the area, so roaming is not an issue.

Problem is the phone will not work when the SIM card is installed.... All I get is Emergency Only, which to me indicates the phone IS getting a signal, but something is blocking it from actually working.

Is the SIM blocked in someway from using this freq in this market? (I just popped my iPhone 3g SIM out to test)

HELP!
