Why the complicated data plans?

I am paying 15 dollars for a measly 200 megabytes.  (a plan which has disappeared btw and gotten even worse)   If  want more, the price goes up substantially.   If I go over even one megabyte, I get socked for another fifteen, which is the equivilent of the monthy price for 2 gig.    Why so unfair to low users?      I rarely use more than 50 megabytes a month.  I feel like I'm  paying for everybody else's data.    Bring back the per use plans for us low users.

there never was a per use plan for a smartphone - that was only for qmd devices
